It depends on what you want to know. If you want to know how your room setup is, to tailor it and know what treatments are needed, in room is obviously the way to go. If you want a baseline of a product for comparison, then anechoic or outdoors is best. Otherwise there is no common ground, because you are comparing apples and oranges with room conditions influencing the measurements.
